Hate crimes endanger the very foundations of society. Because of the danger they pose, the OSCE Mission in Bosnia and Herzegovina joined forces with the authorities of Bosnia and Herzegovina (BiH) in 2008 to fight these crimes. This report presents the results of a five-year follow-up of hate crimes and hate-motivated incidents across Bosnia and Herzegovina conducted by the OSCE Mission to BiH, while analyzing the mismatch between international standards and domestic practices regarding in response to incidents. The reason for the publication of this report is the absence of a comprehensive guide, that is, a report on the domestic legal framework and consequent problems in domestic practice in dealing with hate crimes.
