The aim of this report is to contribute to the current debate on the present policies by making the report which analyzes the legal framework and current practices relating to services of providing assistance and information to citizens. Additionally, this report also identified several achievable recommendations regarding the present policies.

This research, as well as existing local and international reports on the same subject, clearly shows that, in BiH, there is no consistent system of free legal aid which could meet European and international standards that would, in general, provide access to courts and other mechanisms of protection and assistance. The fragmentation of the free legal aid system results in the system failing to meet the requirements arising from both the Constitution and the ECHR, concerning the right to a fair trial.
