The Helsinki Committee for Human Rights in Bosnia and Herzegovina has prepared an Analysis of the implementation of the State Prison Construction Project. The idea of state-level prison construction dates back to the end of 2004, when the Entity and State Ministries of Justice adopted a “Joint Strategy on Addressing Detention and Prison Issues at the Bosnia and Herzegovina Level” (BiH). The main objective was to solve the problem of overcrowding of existing prison facilities, but also to improve the security and other conditions prescribed by international standards.
