Rules for public consultations for drafting legal regulations (laws), made by government ministries, regulate public participation in legislative drafting. Unlike other European countries, where the majority of requirements for public participation are in a form of recommendations, Bosnia and Herzegovina has made significant progress by making public participation in legislative drafting obligatory.
One of the goals of this project was to ensure greater participation of civil society organizations in the process of preparations, drafting and adoption of laws and legal regulations under the authority of the Ministry of Justice in Bosnia Herzegovina through processes of public consultations.
Within this project, Association for Democratic Initiatives (ADI) created a database of interested organizations that are interested in participating in the process of public consultations. The ADI also worked on capacity build of the Ministry Justice in Bosnia Herzegovina due to the Ministries role in the process of public consultations, and worked on capacity building of Ministry of Justice BiH, as well as its participation in public consultations.
Additionally, the ADI also organized training for the employees of the Ministry Justice BiH, and introduced the database on civil society organizations who are interested in the participation of the process of public consultations, as well as how to use it.
